Seems like Ori suggesting a park would be the kiss of death for the PRA to sell it. Or give it away to some politically connected slumlord.

Regardless of some well-meaning people in the PRA, the organization is not decent, rational, or well-meaning for the community or the city. The PRA exists solely for the benefit of the political establishment here. It exercises its power to demonstrate the machine's control over the city.

The dumber and more senseless their action, the louder the PRA's message is, "the Democrat machine here is in control and there is nothing you can do about it." This is Philly politics 101.
