Its not just Philly.

When I was growing up i was in 4-H for horses. We used to frequent a paddock and arena called the Salem saddle club, in Salem OR. The arena & barn were in need of repairs, but when plans were submitted to the planning and zoning committee. A letter came back indicating that the terrain was unsuitable for development. The property was condemned, and the structure was ordered to be torn down and removed. This of course was at the cost to the owner.

Right now there are hundreds apartments in 3 story buildings on the same ground that was unsuitable for riding horses on.

The difference of course, is that the new property owners have "friends" on the zoning committee who are driving new cars.

These people should be not only be fired, but they should be imprisoned. There is severe lack of oversight in America today.
