...this is the reason that Philadelphia has GOT TO elect a Republican administration. Not for the sake of having a Republican administration, but just to purge a bureaucratic quagmire that the City has built up over the last 50+ years. Four years from now when the Dem's come back in, there can then be a fresh new group of people who actually believe that they have WORK to do...and ACTUALLY DO SOMETHING !
