It's their turf is why. There are no rules on their turf. They are a cartel just like the entire Democratic party. If you are a friend of the cartel then you get cheap property. The cartel keeps the uneducated city residents happy with meager handouts. Businessmen are a threat to the cartel. They don't answer to the cartel. They are white which is bad.
